The blue numbers in the picture show the sum by row, column and diagonal, of the hidden numbers "attached" to the individual blue tiles as they are currently arranged.

In this case the rule is
"In the fewest possible steps arrange the unmarked tiles so they are arranged 1 through 9 as shown below:

When this is done the blue numbers in the upper pictures will match the red numbers.
This looks like a Math puzzle but is really a Logic puzzle that can mostly be solved by discovering rules.
A few examples are
Any row, column, or diagonal:
  1. that is odd must have either one or three odd numbers
  2. that is greater than 21 must have a 9 in it
  3. that is less than 9 must have a 1 in it
  4. and so on ...
